These 3 worked for me when I couldn't get my game up and running after a new install. Also. Make sure you are running steam and all your games in Administration mode.

New Vegas was made by the same people that made the original games, and Fallout 3 is made by the people that made the Elder Scrolls games. This is very apparent if you're familiar with these games.
